Does any company make reproduction steering wheels for 1989 DeVille?   There is no air bag in this steering wheel.  Looking for silver colored original or reproduction, silver color.  Where should I look?

There is absolutely NO WAY that a Cadillac wheel could be reproduced with the multitude of colors that were used originally unless one charged several thousand dollars apiece for them. Find a leather covered wheel and dye it to your color. Most wheels from 1977-1990 or so should fit when broken down to the bare minimum. This is what I did on my 1988 Brougham.
