70 Deville front brake rebuild bleeding question

This one has me stumped..  I have installed new calipers,shoes and hoses on the front of my 70 De ville. I am in the process of bleeding the brakes as I have done many times using a vacuum pump. But...  the pump pulls and holds a vacuum after I have opened the bleed screw with NO fluid. This is happening at both front wheels. I have removed the brake lines at the metering valve and used my air compressor to blow the lines to the metering valve from the master cylinder and to the two front wheels from the metering valve. The service manual mentions to use a tool to retain the metering valve. ? does the retainer hold the pin up or down ? what do y'all think may be going on here ?
