hard brake pedal

hello I have a question regarding hard brake pedal on a 1956 eldorado.this car belong to my neighbor.brakes were working fine until he went low on fluid. after bleeding system.he now has a hard brake pedal.has plenty of vacuum.any thoughts on this situation.deeply appreciate it. thanks

When he bled the system did he follow the procedure in the
shop manual?  I'm not sure about the '56 but for a 1955
with Hydrovac you must first start with the booster and
do those fittings first in order, then the rear and front
fittings as usual.

The 1956 cars, as far as I know, all had Treadle-Vac which I
have no information on.

I know that my 55 seems a bit stiff as compared to other makes and models of that era.  Could also be hardening of the rubber components/seals too.
