I assume that the asking price is on the current's owner's dealer receipt from September? That explains a lot  ;D

The bill of sale from when the car was purchased three months ago is not necessarily the same as the asking price or what the seller would be willing to accept.   

Have to say I've never seen a car marketed this way before.

32k for a 65 seems exceedingly high.  The 65-66 tend not to be as popular with car collectors.  Anyone here can correct me if I'm wrong but I seriously doubt they'll get anywhere near that for this car.

Depends on the quality of the car/restoration.

For whatever it's worth, there were three '66s that sold on BaT in the last four months for $37,000, $77,500 and $56,000. So not outrageously priced IF the level of restoration is comparable.
