Not sure if these count, but they are Cadillac related.

I contacted Coulter Cadillac requesting a description of what the holder was for, but couldn't get an informative reply.   It was in a 1972 Cadillac Eldorado that I purchased many years ago.

Bruce, I believe the holder was used for vehicle registration. My grandfather used a similar style for this purpose. He attached it around the steering column.
