What is the proper procedure to apply new gasket, how much to tighten cast metal lid ,to seal properly, with out damage or cracking it.

aka "snug" - usually screw bolt it in by hand til it engages then about a 1/4 turn.  Watch for leaks.  That's in the neighborhood of 15 -20 ft-lbs or so. 
The gasket just fits in the groove, but if you want to keep it there, clean surfaces, spray a bit of gasket adhesive, and let it dry before attaching.
