1961 Headlight Mount Rubber Bumper

Does anyone have an early 61 manufactured before December of 1960? I know there are many subtle differences between the early and later 61. However in assembling my grill and headlight buckets I have found a situation that is truly baffling. Specifically there is a extension with a rubber bumper assumably to prevent the chrome bumper end from vibrating. On my December 1960 Eldorado is absolutely no evidence that he ever existed. In the picture you see one from an April 61 vehicle. It is clearly held in place with spot welds. On my frames There is no evidence of it ever being spot welds. I was wondering if somebody who knows they have an early 61 car could check to see if they are present.
