Anchors for child seat would be my guess. Not factory.

At one time this car was fitted with aftermarket headrests, which were all the rage in the early '60s.  The headrests have long gone missing, but the adjustable mounting brackets remain.  Many of the aftermarket parts houses, such as J.C. Whitney, stocked these.

The vertical brackets of the headrests slid through the groove in each mounting.  The round knob has a threaded screw which is tightened or loosened to adjust, hold in place, or remove the headrest units entirely.
