What is this part that I found in the engine bay of 67 Cadillac?

Was stacked up against the engine by the fuel pump. Looked like t had sat there for a long time judging by the lack of dust and grease in its place. What might it be though? It’s spring loaded.

Oh interesting! Can that have come off without having taken the pump off or has that one fallen there when they've replaced an old pump? Car only has 34000 miles.
