1956 (and other?) Body/trim plate mounting question

When I bought my '56 Fleetwood, I noticed that the trim plate on the cowl appeared to have been moved and remounted.  On the left of the plate was an area showing primer, and the right side had two holes in the plate with a rivet in one only.  I actually thought the plate had been tampered with, and this notion became a reason to negotiate the price down.
 
In looking at other '56s, including a Coupe deVille I bought, it seems that this was common, if not typical, from the factory. Anyone know the reason behind this? I'll get a pic or two if need be to show this.
