63 Deville - Power windows and the fuse box

HEllo all!  My windows worked (past tense) without the ignition on. However, the terminal broke off from the fuse box into the connector of the red wire.  On the fuse box there is a red wire plugged into a teminal marked "Power" (which is now broken off). Right next to that terminal is another terminal marked "Acc".

If I hook the red wire to the "ACC" terminal, will it affect anything else? I mean what all does that "Power" terminal control and what is the difference between the "Power" terminal and the "ACC" terminal?  I've been told that hooking the red wire into the "ACC" terminal will allow my windows to work but only when the ignition is turned on. Any and all help is greatly appreciated!  ???
