75 Eldorado blinkers not working

I have a 1975 Eldorado convertible and the blinkers have stopped working.  They were getting worse and worse and now have stopped completely.  They were getting worse by blinking shorter and shorter and then nothing.  Here is the work I have checked already:

Hazards work fine
Side turn marker lights come on with the turn signal engaged. 
replaced thermal blinker plug-in
All  bulbs in car seem to work fine
Fuses seem fine, but not actually tested. 

I think this is turning into a once per week thing with another issue.  Thanks for any help!

There may be 2 flasher units on that car.  Some years had one for the 4-ways, and one for the turn signals.  Check your owner's manual.

Indeed!  If you replaced the flasher at the upper left hand corner of your fuse panel then you replaced the 4 way flasher --- which was already working!  The directional signal flasher is mounted external to the fuse panel on the backside of the steering column lower cover, as they have been for quite some time --- my '66 directional flasher was there.  Drop that lower steering column cover to accesss the directional flasher.
