Thanks for the suggestions. The charge to (143) and ship to categories on the build sheet both indicate Taber Cadillac in Hartford. Someone in the Northeastern Region hopefully has a clue as to ANY of the owners of my car in the previous 70 years, which is the last 1939 LaSalle C4D shipped on June 27, 1939. The Provenance of this vehicle is intriguing, body # 185 and the engine number is 2312127, the original color was 51 Black with a red leather interior. It also had dual sidemounts.The invoice number was A64847 and the sales order number was 1503.

Taber was located at 1530 Albany Ave.  As far as ever finding out who originally bought the car, a Title search might reveal something, but, with it being that old and today's privacy laws, it may not be possible.

Contact the Connecticut DMV and see if they provide that service.

Sorry, Winter, Russell Taber was a distributor.  One of four in Connecticut in 1939.  It's hard to
tell how many of the approximately 20 Connecticut retailers he served that year.  Your car
wasn't necessarily sold to a consumer at Hartford.  The "ship to" field of the invoice is blank?
