Grounding issue?

There is a long story preluding this question, but I'll spare you the gory details.  ;)
Just replaced the sockets and have all wires connected. One side is brighter than the other. Removed the bumper and housings and made sure the wires were connected securely. Before I remounted the bumper, I checked all lights by turning the car on.  Just very dim lights.  With the light switch still on I mounted the bumper and things are alot brighter!  Can anyone explain this to me?  Is there a real problem here or what?

Poor grounds are a common issue on older cars, undercoating rust, paint prep all contibute, it sounds like the bumper installation created a better ground for the lights. 6v is even more of an issue with grounds.
