1941 horn blows when turning

HELP,
the horn blows on my 1941 when i turn. the horn button does not seem to snap back like it should, the spring may be weak. Not sure how its set up. my big problem is i can't seem to remove the horn button to get a look. if anyone has a breakdown of this area i would be grateful. or just some disassembly instructions. thanks in advance.

Disconnect the battery or the horn and try sticking a suction cup like a valve lapping tool to the button, pressing down and turning it to the left about 1/4". The tool will help gently pull the button back up if the springs faulty.

Thanks, Do you know how to disassemble the horn button area. Pretty sure something is broken and I need to replace it.
