Trunk won't close like it should, how to fix?

On my 38 the standard mode of operation is to lift up the trunk and let it down slightly and it will rest on the pawl in the telescoping arm.  When you lift it back up the pawl should move and let you close the lid.  Mine stays in place and I have to move the pawl with my finger to get it to close.  I looked through the repair manual and it doesn't have anything specifically about the workings of this mechanism.  Any ideas as to what is broken?

Try something simple - first I would suggest to try to clean the mechanism in the shaft by using something like WD40. 
Then lubricate the mechanism and work it manually with your fingers a few times.  Worked for my car; sounds like the same mechanism.
Enjoy life - it has an expiration date.
