39 Cadillac starter problem

Hi Guys

I have been recently given the task of taking care of a 39 Cadillac. A problem I am having is that once I have started the motor and then shut it down I get no response when I hit the start button to try to restart. But if i turn the key to the off position and engage the start button I get a split second a the starter. Then I turn the key on and the motor will start normally. To add to this problem is that when the car is off the battery is drainened rapidly until in engage the starter with the key off then the battery drian stops. Any thoughts or help

Defiantly a short to earth somewhere between the start key and the starter solenoid, each item needs to be checked for faults.
