Ok to call the chapter directors?

I have been trying to contact Jeff Shively for about a week and a half through email to ask a question about my 65. I have no had a reply back. I feel like the emails may not be getting to him.

Here is the question. I see that the phone numbers are listed. Is it ok to call without prior contact? I don't want to be presumptuous and just assume that he would help. I guess I am asking if these guys expect calls?
