1953 heater operation question

I have just finished wiring up my heater controls. My question is, the heater knob has two positions and when the knob is pulled down the underseat heater fan begins to run and stays running as you move the lever into the second position is this normal and is there no fan speed control for the underseat fan ?  HELP   Thanks

Joe,
Perhaps a little late, but my 1948 Fleetwood does NOT have a control anywhere.  So it is an assumtion that it works off the switch for the front fan.

the under-seat heater fan had one speed on my '52, to my recollection...
