59 Horn wire replacement

Is there anyone of you who has replaced the horn wire innside the steering tube on a 59 model?
What do I do, my horn is on all the time when I connect the wire on the neautral box.

May not be the wire, bad relay is one issue, then the horn contact under the horn ring is number two, check those first.

New relay is mounted and contact under horn ring is ok.

Is the insulator for the wire contact at the steering shaft in good shape?  If the wire is shorting inside the shaft, only way is to remove the column and shaft to run a new one as t needs to be solder to the horn contact ring.

On the earlier cars its just possible to take off the contact cover at the bottom of the column, unsolder the wire from from the contact ring, solder a new wire to the old one and gingerly pull the wire to thread it up the column then solder the new wire to the contact ring. This is only with the older cars mind you, I have not tried it on my 59 or whether its even possible.
