Does anyone have any suggestions about where to get a kit to put rear seatbelts in a 1966 DeVille convertible?
also any recommendations for more mundane parts such as weatherstripping?

Get rear seat belts used, they are seldom used in back and they should be plentiful in good condition (you can change color of webbing or replace easily).  Try Cadillac Tim or Willington Cadillac (Jeff)

Rubber and weatherstripping, try:  Rubber Done Right and Steel Rubber
