Can someone direct me to the person/place that gives specifics about forming a region?  The CLC Directory indicates that " the process by which Regions ... are formed... shall be set forth in the Bylaws and /or prescribed from time to time by the Club Board of Directors."

I am unable to find the Bylaws in the Directory or on the web site.
