If you own a dark blue 1969 or 1970 Fleetwood there are both left and right rear bumper panels with the right one saying FLEETWOOD, NOS in the box for your car.  Painted blue from the factory.   Check it out, could also be 1968 but it's been awhile since I sold mine and I can't be sure.   The owner of the parts has no idea what year they are for.

If I am reading that part number correctly it is a 68 only part. 

But the ebay posting shows left and right parts, the number is only for the right hand part.

They're not for a '70. the '70 has openings for the back-up lamps.
