I noticed in the authenticity manual it says that, when exiting, the door locks must be locked by using a key from outside. Is this correct? I noticed when I got my car, if you lock from the inside and then close the door the lock unlocks. BUT if you lock from the inside and then when outside hold the handle down and close the door it stays locked. Has someone changed the latches in my car or is the manual incorrect? I can't see every latch being switched out, but I don't want to just assume.

Your locks are operating exactly as designed.  It may be better not to get in the habit of using hold the handle down method.  That is the way to lock the keys in the car.  I always make a point to use the key in the drivers door.  That also gives the opportunity to observe the clever design of how the cover on the lock cylinder stays open by itself.

You just added another item to my list. My covers don't stay open. I also am missing the linkage from the cylinder to the lock. I haven't been able find a picture or diagram of how they are connected.

Thanks Art, on mine there is a key on both front doors.

Joe,

Checked the parts book and 38-60S lock is different than 39 to 41-60S.  I then assume the 38 does not have the hold open cover on the lock.

This must be a difference with the 60S as my 1938 60  has the locks in the door handles same as 37.

Lots of little differences with the 38 60S, it's a one off Fisher Body, the other 38's and later years of 60S are Fleetwood bodied, as far as I know. It's made it a pain for the little fiddly parts. I am getting close though.
