59 Cadillac Series 62 Transmission Problem

I have a 59 Cadillac Sedan Deville, a 390 with a hydramatic transmission, and it will shift from first to second but not third, and it makes the motor run like its in low gear. Is there a vacuum on these or does it need a filter change(if those exist on these models) or a rebuild? Any thoughts would be greatly appreciated, thanks.

No vacuum, sounds like this may be an internal issue, if the fluid is full and the tv rod is adjusted properly, then it is internal.

Try temporarily disconnecting the TV rod from the carburetor and driving it.  If that is not it, it is likely something internal.
