'60 Fleetwood Carter AFB carburetor

I just finished rebuilding the Carter AFB carburetor for our '60 Cadillac and have a couple of questions.
1.  There is a brass adjustable stopper(?) between the idle adjusting screws.  The rebuild directions don't address it.  What is it and how should it be set?
2.  There is a stainless steel strip between the primary throats.  It looks like it opens a hole in the housing when hot.  What is its function?
3.  The carb was mounted directly to a stainless plate, shouldn't there be a gasket?

Im not 100% about this but, I think that hole in the front of the carb is opened and stays open when the car is at idle to relive the fuel vapor pressure on hot days. Others will fill in.

The way the carby mounts is the gasket onto the Manifold, the Insulator, then another Gasket, then the Stainless Steel "Gasket", then the carby.
