1959 wiper question

Today my passenger side wiper came off the cam plate.  I noticed the plate is free to rotate enough that the guide on the wiper can fall off.

Also noticed their are exposed threads underneath the cam plate as if the retaining nut could pull it down tighter.

Is the nut that holds the cam plate supposed to be ran all the way down to sandwich the plate tight?

Don't have access to my repair manual right now.  Thanks!!

Yes, the cam has to be tight.

Jim, that system is similar to the one from your Brougham. the only difference is the larger diameter on the '59 car compared to the '57 Brougham.
