There is a metal bracket that has teeth on one side to grip the fabric which blocks the view into the trunk area when the armrest is in the down position.  Does the teeth side face upward or the downward when screwed into place with the two screws required to secure it? The metal bracket is mounted at the top and behind the armrest when in the upright position, not being used.

As it turns out I found a photo that I had saved from somewhere showing an armrest in the lowered position.  The bracket has to be mounted teeth downward. 

Mystery solved.
