1958 Headlights - how should they work?

Hi,
I´m rewiring the headlights on my 1958 Eldorado Seville which also has fog lights.
Some wiring was changed in the past to go with our laws, but I want them to work like they left the factory.
From studying the wiring diagram I think this is how they should work  - please confirm:

- Pull out the light switch to the first stop - the lower lights in the bumper will come on.
- while light switch is on first step I can turn on the fog lights
- If I pull out the light switch to the second step - the fog lights will turn off and the outer headlights will come on in low beam. The lights in the bumper will also stay on regarding the diagram? And thats what they do on my car...
- Switch on the foot switch and the high beams (the inner lights) will come on with the low beam also on and the lower lights in the bumper as well.
- The fog lights do only work when the light switch is on the first step?
- there are 2 bulbs in the lower bumper light - should one be amber?

Is this correct?

First detent is parking lamps.  Turn the small knob behind the headlamp switch and the fogs come on.  Pull the headlamp switch to the second detent and the fogs/parks go off and the headlamps come on.  You should also hear the vibrator in the Autronic Eye box under the hood buzz. 

Park and headlamps on simultaneously was mandated for 1968.  Prior to that, this was how it was.  My mechanic almost failed my '57 inspection until his dad told him it was correct.

If your park/fog lams stay on, chances are someone jumpered the sockets at the switch or under the hood.

That's how I thought they should work too, but the wiring diagram in the shop manual seems to show something different. Have to recheck again.
There are 2 bulbs in the parking lamp housing. Should one of it be amber colored?

You should have one bulb # 1044 for fog and signal lamp, white and one bulb # 67, white, for parking lamp. Amber bulbs came later, 1964 I believe.
