 Been looking at pictures of 39 caddys on line lately and also got an old issue of CLC, that had a beautiful picture of Greer Garsons car on the front. I noticed her car had signal lights on the front fenders. I checked paperwork on mine and saw signal lights Were not even offered . I've seen only a very small few with them on line but they look like they belong there. Does anyone have an idea when they became available? I wish there was a picture of her car that showed it very early on with them. It might answer my question.

The 38 model year 75 series did not come with those lights.  The lights came only on the 90 series cars (V16).  I believe it was true of the 39s also.

As Glen said only the V16 had them until they were standard in 1940. They were in fact parking lights incorporating the turn signals.
