1959 Cadillac Bumper Jack Hook

When I was stripping the hook there appeared to be some sticky material where the pencil is pointed. The spot was about 1" by 4".
I'm trying to find out if originally there was sticker a with a message on the hook?
Any guidance would be appreicated.

Perhaps some sort of padding to protect the bumper while the jack was in use?

Dan,
Excellent point.  Maybe rubber. Maybe leather.
Considering it will most likely be placed in the trunk for "looks" and a floor jack used when the need arises I will
refinish the jack and see if anybody else responds.
