1959 Cadillac Turning lights or maybe they are body side lights

Can someone please advise me if the inside and outside of these lights are to be painted or left raw?

I understand leaving the outer side of the housing raw (after I kill the surface rust) but how do I get the reflector front to mirrorlike?

Bill, Only the reflector for fog light housings were like a mirror finish , the housing you show is the park light housing these were only plated ( Cad , Zinc ) , the actual housings for both fog & park were plated ( Cad, Zinc ) . Hope this makes sense.

Here are some pics of turn signal and fog light (if you have them) assemblies.
As grant says, the units are cadmium plated in and out.
The fog units are the same except there is a piece of "reflective" glass suspended behind the fog bulbs.
