1937 60 front axle nut

I repacked the front wheel bearings on my 37-60. I cant find a torque spec/ tightening procedure for the axle nuts. Are the ball bearings set up the same as taper roller bearing or just tight until the cotter key can be installed.? Thanks, Steve

They have to be tightened with a 8 or 9" wrench all the while spinning the wheel then backed off 1/2 turn. If you cant get the cotter pin in back off to the next hole.  There is no toque setting for these.
