37-50 fuel tank straps

I'm trying to locate the material that goes between
The strap and tank. I don't know what it is at this point. Also I found a paper like product on the top of the tank as well. It crumbled when handled. Any info on what these two items are would be great. Tank is at the cleaners and sending unit at restorers.

Its a rubbish type of fiberus paper that rots away in no time. I always replace it with strips of thin black rubber.
