Does anyone out there know the spec for head bolt torque down on a 31 v12? any assistance greatly appreciated

I don't think there are any published torque specs. for cars of that time. There are specs. for bolts  of certain sizes and grade. Just look up the specs. for the particular bolt size and use it.
