75-79 Seville Fast Idle Heater Test can't find Oxygen sensor Eldorado

How do you bench test the Fast Idle Heater  on the Sevilles and Eldorado's. I have had this unit out before and know about the small lever which opens and closes the circuit . I do have spare 12 volt battery. I want to see if the heater element is heating. I understand it is a sensitive unit and
wonder what causes them to fail. Before I spend $150 to $200 on ebay for a used one I would like to test the one I have. There is 12 volt going into unit when car is running but no voltage coming out of other contact.    Also does the 1979 Eldorado have a oxygen sensor since I can't find one while parts book say it has on the 5.7 engine. Thanks

The unit should show something like 25 ohms, connecting a good 12V
source to the terminals should cause the center rod to very slowly extend. 
The lever does not cut off the power; it just changes the resistance so
that less power is used once it activates.  A limited number of 79-80
cars had an OX sensor, probably sent to the west coast.  I can tell
if your car has one if you know the ECU number 161XXXX.  Bruce Roe

Bruce the ECU number is 1616207.  On bench test on fast idle heater with 12v  ....positive to left male connector tab and negative to right connector ?  I noticed when car is warmed up (and air cleaner removed) the fast idle heater feels warm or is that just heat from engine warming unit. Thanks.

1616207 has no OX sensor.  If there was one, a shielded cable would
connect to the ECU Red pin J and Blue pin E connectors.  No polarity
on the heater.  Bruce
