I have problem figuring how to reassemble my horn ring.  What is the proper sequence?

Eric,

From the picture you posted the plastic emblem and a thing metal plate is missing, so the order is;

1-   Plastic emblem
2-   Thing metal plate
3-   Your picture A (flipped around)
4-   Your picture gasket D
5-   Your picture B
6-   Last your picture C

You need to make sure the piece on your picture A does not make contact with any of the pieces B or C or the metal base on the ring.

The gasket D goes on the outer edge of A (once is flipped around) keeping it isolated from metal-to-metal contact with B and C.

Hope this helps..!
