I have a friend who is preparing to sell a pretty decent car with very low compression in 3 cylinders. We used to pour a can of STP through the carburetor very slowly while keeping the engine revved  up and that usually freed the rings. This car was last licensed in Washington in 1994.

If you are asking "how to fix the low compression", you first need to determine the cause.  How low is the compression? It could be the valves or the rings.  First with a warmed up engine, do a dry/wet compression test, adding a couple teaspoons of oil after the dry test to see if the compression comes up.  Then a leak down test will most likely give  an audible signal as to where the leaks are.

Exactly…Determine weather it's leaking past the rings or valves.
