Seat belts for 1940 60S?

I want to install seatbelts in a 1946 60S with under-seat heaters. I have not yet taken anything apart to study the situation in detail, but Brad Ipsen has warned me that it may be difficult to accomplish. I have a number of other antique vehicles in which I have successfully installed seatbelts and neither I nor my wife feel comfortable writing without them--partly because I am a retired rehabilitation physician!

Anyone done this successfully?

What I'm sure Brad is cautioning against is clearance for the fans, and just generally the "stuff" that is involved with the under seat heating system. To get an idea, simply pull up on the cushion and take it out and then study the problem, and where you can find adequate thick metal to anchor the belts. I would think that simply using the floor pan metal is not going to be sturdy enough, even with large washers to distribute the stress that would be involved in keeping you in the car during an accident.
