Is this lacquer paint?

I have a crease on the hood of my 57 Seville, in the pic you can see the cracking of paint. Is this an indicator of lacquer?

Willie,

The cracking suggests that it is lacquer. Use some red rubbing compound on a colored rag to polish and area. If the rag develops a white residual it's most likely lacquer.

It has a clear coat, I take it the clear will have to be removed to perform this test?

Willie,

If you know that it has a clear coat it's been repainted. If it was done in the last 25 years it's most likely BC/CC of some urethane formulation.
Clear coat on lacquer was used for repairs or repainting of old style metallic lacquers to even out the way metallic particles lay down concealing a spot repair.
Either way the panel in your picture should be stripped bare in order for the new paint to adhere properly.
