1957 suspension arm bushes

i am replacing the suspension arm bushes on my 1957  60 special.according to my workshop manual,a special tool is needed to spread the suspension arms before torqueing up the second bush.what is the purpose of this exercise,and if so,how do I come across this special tool.any help would be appreciated.

I have had fairly good success finding special tools on ebay and general google searches.  If you find this one, J-6591, it is going to be expensive.  ($200 is what I have seen them listed for.)  Here is an example of one that was available recently.

I emailed a guy I bought a few KM tools from to see if he has one.

Perhaps someone here has found a way to make do without the tool.
