Really obvious it is being sold as a modified car, which gives license to change things.  It is not too bad to me.  An in person inspection is really required to see how the body work was done, especially where back bumper is molded into rear quarter.  Also to test drive make sure it is mechanically sound.  It could be OK.  If I purchased it, would want a/c and a new dash color.

It's been discussed here ad infinitum, but a white dash might look pretty, but they will blind you! I briefly owned a 64 de Ville convertible which had a dash pad sprayed white and you could hardly drive the car from the glare. If you want to get a clue what you are up against with a white dash, take a few sheets of white printer paper and spread across your dash and drive around.

The VIN (60J026543), indicates it started as a Coupe de Ville (60-6337).  It's a pretty custom if that's your thing, but even sitting up on the trailer that glare off the dash is going to blind ya!
