1940 LaSalle rear gravel shield installation

I have the rear gravel shield which extends along and under the back of the car.  How was it fastened?  Is there a metal strip along the whole length of the rubber and then bolted to the body?

This has some very special hardware for mounting.  The backing strip has sheet metal type sets stamped in it.  They must also be hardened to be strong enough.  The strip itself is about 1 inch wide with a 1/4" up leg on it to make it more rigid.  The rubber has about a 1 inch lip on it.  This goes on top of the body edge at the very bottom of the car.  Then the backing strip goes on top of this.  The "bolts" are sheet metal hex head screws with a medium large washer.  The head rest on the car body (upside down) and goes through the rubber and screws into the backing strip.  I am sure this is confusing without a sketch or picture but I don't have time right now to do either.  Out for the weekend.

I would appreciate any help installing the gravel guards on my 1940 LaSalle.  The fender has several oblong holes and I know steel rubber has a steel backing to the reproduction gravel guards, but I do not know how to attach them.
