I have had the generator rebuilt, new cut out switch, it is putting out 7.2 - 8.2 volts at the field and on the battery side of the cut out switch.  When I hook the wire coming from the vehicle to the battery side of the cut out switch, I can not get any more than 6.2 volts to the battery.  The battery is fully charged.  Any ideas???  Thomas B.

If original, the charging rate is adjusted by moving the third brush inside the generator. It is a very crude design (adequate for the times)
Not sure I understand your connections. Are you testing with the battery connected? or with the generator running "free'?

If you search "3 brush generator adjustment" you will find a lot of information about dealing with them posted on many other boards for others makes. (back then everybody used 3 brush systems)

The best thing is to just install the hidden solid state electronic regulator.
