Does TV rod install from top or bottom on 57 Eldo 365 Dual Carb?

I have the front end of the car jacked up about 12" and can't seem to feed the TV rod up through the bottom.

Also not able to feed it down from top side behind the engine.

Before I bend / scratch everything up, I'd like to ask if anyone can direct me to the proper way to install (feed) the TV rod correctly.  Is it done from the bottom or top ?  Any tricks I need to know ?
