can anybody know for sure if the mounting hinge and latch for the side mount spare wheel was bolted directly on the fender or was there a rubber grommet of some sort under the base?

I can't answer your question since My car was all in pieces when I got it and if there were factory gaskets they were long gone.  But when I reassembled the car I put gaskets on those parts because the hard edges of those pot metal castings would really stress the paint and would likely cause cracks as the paint ages and becomes less flexible.  I used a sheet of 1/32 in polyurethane rubber.  You can't really see the gaskets once the parts are assembled and I see no damage to the paint as yet.
