What's the purpose of the rubber under my Wheelcovers '40 Lasalle?

I had the wheelcovers off my car the other day and noticed some little rubber strips that look like weatherstrip attached to the inner rim of the cap.  Any idea why it's there?

I'm pretty sure it is an anti squeak or filler. Steele Rubber sells replacements.     Harry

It's to protect the wheel paint when you snap the covers on. Believe me, those covers will break much paint off without them.
