What's the proper procedure to tighten down the front wheel bearings. Do I need to remove the calipers to adjust correctly.  I repacked everything but wasn't sure. Thanks.

No need to remove the brake caliper, but just make sure the wheel is not tight.

This is according to the Shop Manual.

(1)   While rotating the wheel. tighten the spindle nut to 15 Ft-lbs to seat the bearings.

(2)   Back off spindle nut until free, approximately 1 flat, then re-tighten nut till finger tight.

(3)   install cotter pin.   If cotter pin cannot be installed at the finger-tight position, then back off nut till the holes line up, and install.

I do it a similar way, but mostly go by feel.
