Believe to be 1960 390

The prefix 96X is for a 1959 engine with 3 carbs and no A/C. Another help to identify: 1959 has an external oil filter; 1960 has a full-flow oil filter.

Thank you for the information Roger! This helps because I now know that this is a complete and correct tri power engine air cleaner to pan. Furthermore if what I have read about the placement of the VIN for the vehicle it was never installed given a pad without a number.
The engine has never been assembled and cylinder heads along with the rocker shafts are in the original GM Cadillac boxes.
At some point the engine will need to find a new home.
Will be posting engine for sale. Any questions welcome.
