There is a diaphram (right front corner) near the choke. Where does it get it's vacume from?

Do you mean the thread  fitting on the choke housing, if so that is the choke heat stove tube fitting, not vacuum.

No it's located on the corner between the choke housing and the fuel inlet.

Ok, that looks like the choke pull off, the hose should be connected to a vaccum port on the carb, manifold, not ported vacuum.

it does interact with the choke linkage.
When you say the    "carb manifold"   do you mean the plate between the carb and the intake manifold? Ported vacuum is like the T that comes directly from the intake manifold. The vacuum advance needs ported vacuum also right?
When i got the car the vacuum system was scrued. lines missing, big lines taped to big tee's, missing lines etc

Not ported vacuum, needs a manifold vacuum front of  the carb, should be a small port, facing forward, I believe.

Are we still dealing without a shop manual here?  Vacuum lines and good pics of the carburetor should all be in the shop manual.

35-709 no i have a shop manuel It does show most of the vacuum under the hood but not these.

Dave your last post disappeared. My response was ported vacuum comes directly from the intake manifold and the manifold vacuum comes from the carb or the plate between the the carb and the manifold.

Where does the vacuum for the vacuum advance (distributor) come from.

The shop manuals in 1974 and later starting showing comprehensive vacuum hose diagrams.  Before that you had to buy a supplement (which I did for 1970), or be a detective. 

However all of the info for vacuum diagrams is there in the shop manual(s) for 1966, you have to be a patient detective though; such as for vacuum advance on distributor - refer to electrical, for power locks refer to Body by Fisher shop manual, and etc.  Take your time and find the info it is there just not always easy to find.  Another nice option is in the Spring ask another CLC memeber with an original 1966 Cadillac to raise the hood and take some pictures.

Ported vacuum is almost always on the upper portion of the carb as is  above the throttle plates, manifold vacuum comes off the intake or under the carb base.

Can you post a pic of the rear side of that device. That looks like a Rochester AC idle speed up. If so, it is connects to one of the vacuum lines coming off the climate control power piston. It's one of the small black hoses with a prominent color stripe. .....I'll have to did around in my reference pics for the stripe color or the port it comes from

Look at the lower end of the vacuum diagram and you'll see the idle speed up diaphragm. If you have the original color coded  hose bundle attached to the power servo, locate the blue striped hose from position 9 on the control valve and connect it to the port on the idle speed up diaphragm.

The distributer vacuum port is located on the throttle plate passenger side just aft of the carb mounting hole.

 Ralph I see the ports you mention. But they are two different sizes.

 Don't understand what you're asking. The distributor port on the throttle plate is a threaded hole that a smooth tip hose fitting is screwed into. The distributor advance hose runs from this fitting to the similar one on the vacuum advance.

The hose with the blue stripe coming from position 9 on the control valve is part of the bundle with a molded end  that plugs onto the control valve at the top of the power servo. The other end of the blue stripped hose should slip onto the hose fitting that's part of the idle speed up diaphragm.

Both of these hoses are about 1/8" ID
